As per my LOA it's 4 months. Yours maybe different to mine. I am going for undergrad course.

Bit difficult with the restriction but not impossible as I know of some people who earned enough to manage next semester fees.

From what I have heard, CIC checks 4 months outgoings/incomings besides confirming the amount. This is one of their method to confirm that there will be enough funds for everything during the full course duration.

As pointed out "Part time"...It can't be so. CIC gives visa only for full time course.

My and some friends GIC took roundabout 10 business days. As to IELTS if University says so in writing (there's no condition as such in your LOA or course requirement as such) then I guess embassy shouldn't have any problem. Good Luck to you.
