The issue seems to be with how the Panel Physician reports the medical exam. As long as it is reported as a ME for Permanent residency you should be Ok.

What does you 2nd AOR say exactly? Does it say you could use it to apply for BOWP? Does it say your application package is complete? I think you may have gotten it just to acknowledge they received your Schedule A.
