If I am correct, most of them are outland FSW, then their own countries VO are doing much of the processing. I saw earlier outland FSW getting PPR in a month or so. This is not too surprising as the abroad VO have less of a load than Ottawa which processes PNP, CEC and inlad FSW. my timeline...

after DM, if it were a rejection, CIC would probably let us know as soon as possible? Then, is it a good sign that CIC takes time to send us a letter with final decision? In other words, if I have not heard from CIC for more than a 1 week after DM then it is more likely a positive decision = PPR?

I am just trying to make sense of the wait... I think it would not be fair to have you waiting if DM were negative because they will be wasting precious time that you could use to submit another EE profile. Just my 2 cents ... AOR Aug 24 DM Oct 10

I will follow your advise Asivad. I am just worried that my NOC code is not sufficiently proved in my experience letter (which literally has only two sentences with my responsibilities). I am hoping CIC will put more weigh in the rest of my application and ask me for clarification if they need...

How about sending a CSE with a 'more complete' list of responsibilities? Would that work? In my case the letter I was originally provided was too short and just gave a general overview of my responsibilities. My former employer is willing to provide a more comprehensive list.
