Ultimately you're at the mercy of CIC here. If you've been told to complete a new medical (as opposed to them simply having lost your old one) and to complete those forms then I would strongly suggest that you do so promptly.

I applied back in May 2015 and still can't pull up ecas using the receipt number. That said, I can if I use my UCI. If you happen to have a UCI from an existing or previous visit/work permit, give that a go.
