Simply put, I guess he/she just wants to know the month or period where the volume of applications are low. No harm in asking, right?

Hopefully sooner than April. I'm not sure if the Jan/Feb/Mar period is a high volume for CIC. Though based from the spreadsheet, it does seem to point to 2nd/3rd week of April, unless some miracles happen
