Yes I have. Emailed them and got no response. Called them and could never get through. However other people have told me I need to apply in person.

I find thi confusing too. It seems to make sense for paper applications where all immigration is getting is a copy of the document. Now that we are alreaxy scanning the originals, it does not make much sense. I woul love to hear from people who already have their PRs.
