What are you talking about, 10 months processing time? Processing times are here: http://www.cic.gc.ca/english/information/times/perm/skilled-fed.asp In most cases processing times have increased significantly because of the PAFSO strike.

At that time, the Visa Offices were also quoting shorter timelines, in line with the progression above. Now the Visa Offices are quoting longer timelines... 23 months for London Visa Office and 19 months for New Delhi Visa Office, for example.
