When they ask to send a 'notarized photocopy', would it suffice, or is the correct process, to first have the notary make a certified true copy, and then notarize that copy? Is this similar to what others out there have done with regards to notarizing their documents?

I know it says so in the instructions, but my wife went to get hers today and they told her they can only send it via email, they don't give originals. We'll print this one out and submit it. Is that fine, or should we add a note saying this is what was given and originals cannot be issued?
