    Since Japan is a visa exempt country they would be able to come as a visitor and then ask to have their visitor's visa extended because of the pending application. But if they require an interview your spouse will have to return to Japan for the interview.

    Canada isn't refusing for you to go and live there. You could go move there tomorrow with no problems. There are just a lot of requirements before you can sponsor someone else to go live there.
