To be completely safe, go with the latest date of either the PGWP or the degree conferral. In this case, that is the PGWP date.

Start counting your time from the day your degree was conferred.

I think the problem is that Sydney has started to process some of the files, while others are being sent to Ottawa. I face a similar situation. I want to send my PCC, but I am receiving no response from Ottawa. I asked the CIC call centre and they told me to email Sydney.

In terms of FBI clearance certificate timelines, they are issuing them in under 6 weeks these days. I've applied for two since January and received both in 5 weeks.

It's not a requirement as per the checklist.

Haven't done my medicals for CEC yet, but my doctor has me strip down for my yearly medicals. It allows them to check your skin for any signs of conditions.

To be honest, I don't think you need a lawyer....just an experience letter with the information as required by CIC. The Checklist also says "up-to-date letters of reference..."
