What kind of PNP you have? If you want to get 600 points it must be specific EE PNP, the old ones won't give you any points. Also if you want to apply through EE you have to meet FSW requirements so you have to get those 67 points to be eligible for EE.

There are 2 different kind of PNP, regular PNP with regular paper application for PR, and special EE PNP which will give you 600 points. So old PNP won't give you any points and EE PNP are just few of them, for example BC has 5500 PNP for 2015 but just 1350 of them will be EE PNP.

I mean that if you will receive ITA without ECA with your score of 428, you won't need ECA with your application. It's not mandatory for CEC, it's up to you to have it or not. while for FSW it is a requirement before when you submit your EE profile.
