You are wrong, they count weeks first and then hours in case you were not working full time. So if you do not have 1 year of employment you won't be eligible.

I think most of FSW applications will be sent to process in visa offices all over the world depending on applicants current residence country, so they won't have that many applications to process in Canada itself. What do you think?

CEC cap goes from October to October, so 8000 was just from May to December 2014, no one knows how many applicants they accepted from October 2013 till may 2014.
