But they made changes on LMIA just in 2014, and that reduced the number of LMiA issued. So it should be 75% less from 2013 numbers right?

If you want to get 600 points you have to apply for express entry specific PNP. Regular PNP won't give you any points. For example BC has 5500 quota for PNP this year but just 1350 of them will be EE PNP. With other ones you will have to apply under old way with paper application.
