You could actually send an inland application and also append an open work permit. Your husband will be on implied status until the work permit comes ~4 months. Only downside is that he cannot leave Canada until the PR is issued.

So it seems that the request for PCC and Schedule A should be relatively quick after AOR? Its been about a week now since AOR and we haven't seen anything pop up in myCIC yet.

With the AOR, you should have an UCI and application number. It would be about time to pick up the phone and call to ask.

We're in Ontario. I am paying private medical insurance until the OWP gets in and we can apply for a federal social insurance number. Here in Ontario, they need the SIN and provincial residency proof before giving provincial medical insurancde

OWP supersedes the visitor record. Once you get the paper copy of the OWP, you should have an expiry date. That is now your period of stay. Congratulations! I am also hoping my spouse can get her OWP soon so she can get basic amenities started like provincial health insurance!

For those that were able to link their eCAS to their OWP, I think I have just been able to do so. Just a couple of things confuse me though. Does the application number start in W and does the listed type of application become listed as "Online Application"?

I agree, with jeff. They probably found something missing and have returned the application to your mailing address.

That's my point. They will not necessarily refuse, but OP's GF has a risk of being turned away.

I understand dual-intent is not illegal. But my interpretation of that rule was that an applicant cannot seek entry into the country for the express purpose for applying in-land for PR. There needs to be another purpose of the visit with an exit date coupled with the intent to apply for PR.
