I have gotten my visa as well. They have stamped a multiple entry visa (under student category) in the passport and also given me a letter which I have to present at the airport. So you get both, the visa stamped in your passport and a letter for immigration officer at Canadian border.

Which embassy did you call? New York? They usually don't discuss anything over the phone. And if something is not part of their checklist, then it shouldn't be mandatory. Anyways, I hope you can get those certificates quickly. Good luck!

Just answering my own question, in case someone else is looking for this information: I submitted my study permit application in NY without the FBI or police clearance certificate and got the visa. They didn't ask for those certificates...I just submitted the documents listed on their checklist...
