If she is a PR here in Canada, she should not leave the country while the application is ongoing. If she is a citizen, she can come and go as she pleases with no delays or problems with the application.

It means that they have opened and are working on the file. It does not mean approval yet.

On Ecas three lines is AOR2. I just had an update on my medicals a couple of days ago. So, that would have been 46 days after they received my application and I did them upfront as well. I hope this helps.
