I'm a little confused. Since CIC takes an eternity to do anything, why exactly do they need people to re-do their medicals and/or security checks? Depending on how long this process takes, are we expected to get fresh medical exams every year?

Not necessarily. I submitted April 1 and didn't get anything at all till a few days ago. Some people get nothing till AIP.
