Unfortunately I think this is a mistake. The last on the forum here was that she received a rejection letter and was sending a reconsideration letter. She does have a strong case but it all comes down to what the vo's next decision.

Wait to receive the degree. Failing that explain the situation in a covering letter and advise them that the degree will be sent as soon as it has been received. In this case I wouldn't expect them to award the points until they have received the certified degree in any case
