I think TOEFL is more U.S. English-oriented, while IELTS is more international English-oriented. Since Canada prefers international English over U.S. English, they insist on IELTS. Play it safe and take the IELTS.

The way the Canadian visa process is set up, it doesn't matter if your own intentions are genuine. What you need to do is prove to the officer that your intentions are genuine from his/her perspective. Do what everyone does and be a stereotype... once you get your visa, enter Canada and change...

This is even more incredible! They obviously knew you'd been in the UK for 2 years on a student visa (based on your visa application form/student questionnaire/passport stamp) and yet they didn't call you for an interview to ask why you had no UK-based qualification or why you hadn't explained...

Wow! This is a breakthrough. I always thought applicants with incomplete studies abroad got rejected. Did you send your incomplete Master's mark sheets/transcripts? And many congratulations, miss :)

What YOU thought doesn't matter, miss... what THEY thought does. "Won't return after studies" is a standard reason. There must be a more specific reason on there - tell us that. Also, what's your profile like?
