On the other hand, if you insist on Canadian studies, you can go for a quick 1 year program (8 months in most cases) and apply for PNP based on the province you're in. If you have the patience for a 2 year program, you'll have even more options including 3 years PGWP, CEC eligibility etc...

The whole point of a study permit is to make sure a student is genuine and that his/her sole intention is to study in Canada. Your Fall transcripts are clearly going to demonstrate otherwise; this is a difficult case. You need to provide a very convincing reason why your GPA was as low as 0.66...
