Yes please provide full details of your case. Under NOC 4131 you need to be a college teacher whereas you have mentioned you are a teacher in a Agricultural school so in my opinion this could be a reason of refusal?

No, you will have to get the marriage certificate issued by Registrar of your town. Canadian Immigration doesn't recognise any certificate issued by Arya Samaj authoritie, only registrar can issue a legal marriage certificate.
