In my opinion even if you can not get reference letters from your past employers you may still have appointment letters from them so do one thing enclose them with your application. The better the work experience is the strong your case is.

Why don't you make demand draft or banker's cheque in the favor of "Receiver General for Canada" It should be in Canadian dollars and payable at Canada.
