I don't think the system is broken, It isn't the job of the government to find anyone a job. Just that there isn't much for a skilled, educated workforce. Semi skilled, low skilled folks have a better chance.

Honestly the best immigrants go to the US! Don't get me wrong, I love the country and the people. I would gladly move if they offered an equally good job, with even 80% of the pay here.

And why is that an issue to you? Canada is a backup to most of us anyway. The US is obviously, where most everyone wants to live and work.

US board certification in most medical sciences is reciprocal with the Canadian standards. Australia gladly accepts US med grads, if anything Canada is right next door. It isn't as different as you think, unless you talk about the meager salaries and the socialized healthcare system!
