when you are filling up the form, you are the applicant, when your spouse is filling up the form, s/he should be the applicant. a little confusing, but many people did it this way in FSWP. this applicant has nothing to do with who is the principle applicant.

not sure about how they count, but regarding the vacations and sick days, if they are payed and they are a reasonable number of days, they can be calculated into the working days. but my question is how do they know when you are on vacation or sick leave?
