As per OINP web site provided news: @sinab is not a new applicant. IMPORTANT NOTIFICATION As a result of changes Ontario has made to more closely align the streams of the program with the needs of its labour market, the province has already received the sufficient number of OINP applications...

If your in Toronto, I suggest you to step in to office and talk to them directly..

Have you approached by any consultant? or you submitted by your self ? And in that replay they have not mentioned, what document your missing ? Most of the time " Incomplete" mean you did not sign all the required documents that has to be signed !! can you also say how long your in Canada...

I that case, My work permit is already expired, in the month of March 2016, I am not sure what order they are following. by the way, i have inquired about DD, The Canadian bank's "Canada Trust TD" And "Scotia Bank" DD have no expiry date, these DD's are known as paper cash. So, i think it works...
