If you are lucky and if the BLS guys are active, you should see your tracking number on their site once they courier it. I got my PCC within two weeks of submission. you should have no issues.

For Dubai police Clearance. You will need someone local in Dubai to go to Dubai police where you would get an application form which has to be filled and submitted along with 2 Photos (not sure). It shouldn't take more than a week to receive the letter. This is what I did for my spouse.
