I am K.M.Balaji from chennai. Applying for a canada immgration coming may 10 so i need a police clearance certificate from Iraqi police and Dubai police please guide the procedure and also in chennai where I have to apply in chennai.

Enquirer in the Iraqi embassy in New Delhi they refuse to issue the police clearance certificate.

Document your efforts/activities to obtain the PCC from Iraq, and provide a written explanation of why you don't have the PCC. (You're not the first who has not been able to get the PCC from Iraq).

For Dubai police Clearance. You will need someone local in Dubai to go to Dubai police where you would get an application form which has to be filled and submitted along with 2 Photos (not sure). It shouldn't take more than a week to receive the letter. This is what I did for my spouse.

I have also been exhausting all my efforts to ask for a police clearance from the iraqi consulate in the country where i am now but to no avail. They always say they do not issue a police certificate simply because i am not an Iraqi citizen.. hoping for your response to this... thank you

the only thing they are saying in their site is that they will not require a PCC from Iraq the first time however, now they are requiring me to. I already went to the Iraqi Embassy several times and they consistently told me that they do not issue a PCC to non-Iraqi citizents.. i totally have no clue what to do now

Oh, this is unfortunate, this seems to be contradicted by the Iraqi Ministry of Foreign Affairs.

You have to write a letter of explanation, that it is literally impossible for a non-resident, non-citizen to obtain a PCC (non-conviction certificate) from Iraq. Explain your efforts to obtain this, and the refusals. If you can get a statement in writing (e.g. email) , even better. Then explain, to apply for the non-conviction certificate from outside Iraq, you have to first apply for the power of attorney. To apply for the POA, it is mandatory to have an Iraqi Civil Status Identity Card (Ahwal Madaneeya) and Iraqi Nationality Certificate (Shahadat Al Jinseeya). Since you are not a citizen, and you do not have these, you cannot apply for the certificate. Provide proof from the Iraqi consulate website -

In case a client applying for a power of attorney does not have legal Iraqi documents, then she/he must apply for a power of attorney through a notary public certified by the Department of the Global Affairs Canada, and supported by coloured copies of both Iraqi Civil Status Identity Card (Ahwal Madaneeya) and Iraqi Nationality Certificate (Shahadat Al Jinseeya) for the father or the brother.

Provide links or copy the information from the website.

Then request an exemption of the Iraq PCC requirement, or further instructions on how to obtain one, as a non-resident, non-citizen of Iraq.
