As far as I remember, WES doesn't ask for for the passport. ECA is produced on the basis on Diploma and Transcript only.

For employment purporses it does make sence to evaluate all the diplomas and certificates one has. But, from the other hand, WES charges quite a substantial amount which may become helpful once you land. And ECA will be useless if your wife ends up as a waitress or a caregiver. Probably you...
