    I believe this is applicant specific too. I think that if country of residence is currently not Canada maybe PoF is required even if applicant is CEC. The document checklist is custom generated so you might or might not be requested to provide PoF depending on the information in your EE profile.

    It seems that TFW can't apply to CEC or FSW programs because they probably don't have NOC 0 A or B skilled experience. Sad tale, but unfortunately I don't think there an immigration program to help transition TFW, like the ones mentioned in the article, into PR.

    You PGWP with 2.3 years left, try to find a job that gives you skilled work experience and you will be eligible for CEC.

    pay Stubs VS T4/NOA

    T4, NOA, Employment letter and valid work permit is required to verify work experience. If you don't have these, a sufficient combination of other documents could work, ie pay stubs etc. Last draw was not program specific.
