does foreign work experience mean you worked outside of your home country?

our score is 409. with my wife's eca and ielts clb8. she is the principal.
havent done eca and ielts. i have a bachelors degree from my home country
 
422, will go up to 447 in September. Waiting for the cutoff mark to lower or a CEC-specific draw, whichever happens first.
 
444- I was very optimistic until i read some previous replies on this post stating that some lawyers are saying score won't go below 450 for a while, and that they will lower number of ITAs.

don't say tht...m at 413...want an ITA by hook or by crook :-\

n those ppl hv gone nuts..its nt gng to be the case at all..Canada needs immigrants and they are gng to invite majority of the immigrants thru this new system...so decrease in no of ITA is never gng to happen..Chillax!!

It was my lawyer who said the scores won't drop below 450 until Sept and I agree with this post: No one knows for sure.
My post was not definitive information, just brainstorming and trying to look at the situation from a different angle, that's all. I tried to make that clear in my post, I apologize if I haven't

Foreign work means work OUTSIDE CANADA.

You and everyone else do have to consider by making claims like "cutoff would not go below 450 until a while" can cause people to take it in as is. Not everyone in this forum are educated enough to understand the uncertainties of EE system and some might think 'some experts' will know more than everyone else do and can predict better than us. While making these claim are like saying "Dow Jones 22000 by August". We all know well it's just baseless claims, but some are oblivious enough to make financial decisions base on that sentence.
