I think the process has been a lot faster since last year. I sent my application in April 2013, got a RQ in early November, and I sent it back two weeks later, had the test on March 18, and just got the notification for the ceremony in three weeks. The one in December was a notification to prepare, I suspect to let you know that the test is coming and you must study the booklet, the second one is the actual notification with date, time and place for the test...so yes, you get two notifications
