You can only apply for BOWP once you get a "positive" acceptance in one of the Economic Classes. His WP is expiring before he even gets to that point.

We did medicals Feb 2014. We got PPR Oct. Indeed, medicals may take time for some, but they will send you a letter if they need something. I'm a July 2013 applicant.

^I used the Canada Post address, even if it was Xpresspost. I think they have a mailbox within the post office hence whoever receives it there signs it.

And keep in mind that you need to be enrolled while holding a SP.
