    I think that a language test is a good idea, especially since those language test usually only test the basic language skills that someone has after a month or two of class. I'm no so sure about the education test, though. There are plenty of ways to further your education after coming here...

    After 7 months I was completely approved, a I have a social insurance number and all that jazz. I applied outland, but I stayed in Canada as a visitor during that time and it was hard but I did it and I don't regret it. :)

    It took my 7 months to get approved. My application went to the LA office and was then sent to Ottawa. The times aren't that accurate.... it's the calculated average, meaning it' includes the super straight forward cases like yours and the super complicated ones that can take years to process.
