VOs will judge you on a whole set of areas besides your 12th grade scores. Considering you're a fresh high school graduate, consider going for a degree instead to show strong career progression.
IELTS just shows that you can listen, read, write and speak in English. I have no idea why you would present that document to an IO. No one has presented IELTS to an IO.
It's better to get an upfront medical and upload the results through webform. It takes IRCC weeks or even months to send you another request. But overall -- it's your choice.
We have seen some cases where applicants receive BVL but not PPR. All you can do is wait and see. If it takes too long then consider raising a webform.
