You never know if your pictures are rejected until 2 months after you land. If you dont get your card in the right amount of time sometimes your pics are wrong and then you have to resubmit. Our friends just got their card and it took 49 days.

I would definitely advise against filing an IN CANADA application. It takes a long time, no right of appeal ect. Being fom the UK you should def file through Mississauga/London You'd most likely be done before they even open your inland application. I wish I'd known this from the very...

They don't send acknowlegdment for applications. You should have the signature through the courier when it was delivered as confirmation they have it.

I would opt for Manila. You're correct if you're called for an interveiw to the States and you couldn't get a visa to go the application would be abandoned because you couldn't attend. I'd play it safe.
