Well, if you don't submit your application before leaving your country, then you most certainly should inform for the change in country of residence and additionally provide proof of your legal status in that country.

As a rule, your profile should always be up to date. Now, if you receive your ITA once inside the country and complete your application within that 2 week time frame, you are good to go. Just notify IRCC after receiving your AOR. On the other hand, if you would receive the ITA being outside...

The minister it trying to bring back the 6 month standard processing time, so if you would be invited in September, you would receive PPR beginning of March. Everyone's file is different, some get processed in almost two months and others, unfortunately, have to wait a considerable amount of time.
