You are misunderstanding the original posts. At first that guy asked about the time he put his EE profile into the pool and whether that time is earlier or later than the ITA time.

Then that's later than the ITA time, you may need to wait for the next round.

The time in the announcement is in UTC, just convert to your time zone to see if your profile entered/updated before that.

You need to provide evidence or at least a letter of explanation to show that you have tried you best to get the PCC. For name changing, yes you need to provide a document showing that your name change is legal.

Apparently the profile is NOT locked. You can modify your profile after ITA but make sure (1) your new score is still equal or above the cut-off of your round, and (2) explain all the post-ITA modifications in your LOE.

If your CRS score maintains the same after the expiration of your work permit, you will still be eligible for the invitations in the future. CEC doesn't necessarily require applicant to reside in Canada.

I would recommend you remove this letter to save your processing time (and officer's time) but you need to explain it in the LOE since this is post-ITA change.
