Yes you can mail in multiple messages. Many have done that. If you scan documents in a printer, you can reduce the size by choosing the resolution. For fillable pdf files downloaded from CIC site, print after filling up to make smaller size.

Normally after biometric letter your ecas changes to Decision Made on Sponsorship application. After few days you will get sponsorship approval letter. Does the ecas say " We started processing your applications on Dec 16, 2019"?

NDVO cannot issue PPR unless you request file transfer that may delay your processing significantly. In my opinion, CPC-M may take some time to issue PPR as holidays are coming. So postponing your mom's trip may not be worth if you are looking forward her in holiday time. The other option...

Did anyone reply on this? If CPC-M issues your dad PPR, they will give options of sending passport within Canada or outside Canada. If your dad and mom wishes to get PR Visa from NDVO, the option must be to submit webform requesting PPR from NDVO. It may take few more weeks but it is possible...

Biometrics is required for adults of ages in between 18 to 80 years. Also if your mom entered Canada on supervisa after 2018 end, her biometrics might be in the CIC file.

How do you know the file is going to NDVO. It is super slow in comparison to CPC-M but few got PPR for PGP 2019. @Smileforu and myself are waiting more than three months to get IME request.
