Can they ask for this letter to prover the income requirement after 2019 to? I was of the understanding that the income eligibility was 3 years preceding 2019 (2016,2017,2018) ? No?

he is awaiting for VFS to re-open in India. I believe they accepting expired PPR to upon re-opening.
