    I think the issue is that you had a charge in front of the courts but you lied about it on the background declaration which specifically asks if you have a charge in front of the courts. I'm guessing this came up during CIC's check so they are asking you to re-submit. Lying more I don't think...

    When to apply

    As far as I know for outland, when you get CoPR you must land before the expiration date. If you fail to do that or extend it, you lose your PR. If you're unable to leave Taiwan then you should not apply until you are. Just do the medical when you apply, or when they ask for it.

    Once married, you should immediately update your CRA account, assuming you have an online account with them. If you don't, presumably you can call and update your information. CRA is unrelated to CIC for the most part, and definitely unrelated to any PR application.

    I married my Korean wife in Canada and we only ever sent in a Canadian marriage certificate. That is all that is required to prove marriage. If you're married in Korea, then I do not know what is required.

    Did you order GCMS notes? Usually on them there is a "due date" on certain operations, which is what this "recall date" sounds like to me (I've never heard of this before). However, why your application is taking so long is unknown. If you did order notes, it may shed some light into the issue.
