well he will be paying twice because if he would have applied for just the work permit first, instead of the visa, it says on the CIC website that they only charge for the work permit fee ($150) and give you your visa in that same price (you don't pay any extra), where as the other way around...

so if i understand this right, he ends up paying twice practically the multi visa fee which he already has (too late to apply just as a wp now) and the WP fee on arrival? :'( i hope his employer can pay this fee for him then. thanks
