I have 403 points as well, but haven't received NOI and I think I have to recreate my profile which was created last September. But for how long can you wait after you get NOI? When should you accept it and submit the docs and money?

I was thinking that if the score doesnt go at least 410 today, I might recreate the profile. If Im not wrong it takes 1 day to get activated
