I agree with your interpretation. When it comes to official wording, we have to take it at face value. There is a substantial difference between "applying for a job" and "accepting a job offer", and the official wording is the former.

I don't think IRCC is so naive. I feel that at the very least, you need to demonstrate to IRCC why you are a good match for the position. So it would not result in a situation where everyone can request urgent processing just because jobs exist that require citizenship.

I would argue that the New Zealand system is better. This is because people can then remain a PR for the rest of their lives while being able to leave and come back at any time, without having to acquire a new citizenship which may jeopardize their old citizenship.
