I think it is clear now why CIC has updated the IMM008 form and cancelled the choice of Visa office because they would like to re-distribute the applications fairly and hence, they will tackle the backlog at some visa offices. That is a great job and it will speed the issue of visas. +1 for CIC ;D

LOL You couldn't check ur application by Receipt Number.. FYI.. If your application is complete and you didn't pay RPRF , Your visa office will send passport request with ordering of RPRF Therefore, Don't be worried ;D ;D
