Nope.. It actually is the other way around I think - People who receive direct ITA, provinces cannot process their profiles for PNP.

Each province has their own draws for PNP.. some for NOI.. others for EOI.. its complex.. focus on the province you want to go to and read about it Coming to your question.. the draw most ROH comments refer to is the express entry draw.. that's federal.. not for any specific province.. country...
