    I wanted to be on the safe side rather than rush things at the last minute: if I don't have a job where I am not now or for whatever reason we have to move to Canada, I don't have to apply then and wait for the application to process, etc.

    There's no passport number section in the declaration form. Not sure what you're referring to. There's only a registration number. Plus the declaration form doesn't specify the guarantor to be a citizen hence the confusion

    OK seemingly it has to be mailed only. And it takes 20 business days as opposed to faster time with applying for a new passport. Having a guarantor isn't a biggie I'm not sure if it's worth it
