Passport pilot program

I got an invitation to apply for a Passport pilot program and I already have my ceremony tomorrow after which I can apply for passport as well.
Question is: what difference does the pilot program offer? I am having a hard time understanding its significance also given it takes 20 business to process

This passport pilot programme eliminates the Guarantor requirements and only requires two references. This is the biggest difference. It's similar to a passport renewal as opposed to applying for a new passport

OK seemingly it has to be mailed only. And it takes 20 business days as opposed to faster time with applying for a new passport. Having a guarantor isn't a biggie I'm not sure if it's worth it
