If COVID doesnt blow up again this year, is it likely that PNP applicants with AOR until dec/2021 are going to receive PPR in 2022? Since latest PNP backlog number was 68,682 and 2022 PNP target is 83,500, they can clear the backlog this year + land 14.818 new applicants..

You are assuming they will process ALL CECs before FSW... Its no longer 2021.
Why wouldn't they? They are the ones paying taxes after all...
In any case, from the landing numbers so far, it seems like CEC are processed at a 2x rate compared to FSW. I do believe CEC backlogs will be cleared this year (except complex cases). Maybe they will continue with 800 FSW approvals per week (when CEC backlog is cleared, they will probably redirect the resources to TR2PR). That comes out to what, 36-37k FSW for the rest of the year, which would involve overshooting the target by 5-6k. I don't think they are going to hit the max 64k, maybe 60k if we are being optimistic. In any case, I think at least 10-15k FSW applicants in the backlog won't land this year. If they were following FIFO, I would say Nov, Dec 2020 ITAs will be affected the most. But since it is all over the place, I would assume some random 35-50% of Q3 2020 will be affected the most (i.e. won't land in 2022).

Dont deny that these folks Fraser, True-dough are the truely treacherous ones... My only assumption is that they will take path of least resistance and that is processing whom they can process and delaying rest.

Since they're planning just ~ 50k landings for FSW and that's pretty much the current backlog, will they spread the processing of it through the year at 1k per week (the current rate)?
I do think this reduces their urgency, but no the extent that they will parse them out evenly throughout the year. Clearing the backlog faster means more time to get a jump start on reducing processing time for 2023 landings.
