The permanent residence tracker is currently only for people sponsoring or being sponsored as a spouse, partner or dependent child.

She is accompanying as part of his PR application (the other option is non-accompanying which means she will not get PR when he gets PR). If he is the principle applicant, your mom can only "land" after he has done so.
