Can someone please help... i received Pre arrival for my mom .. along with that i received another mail saying Information letter.. dont know what this is ... ecas shows decision made

 Change in contact information: mailing address, e-mail address, or telephone number.
Your failure to inform us of any of these changes may result in the cancellation of your permanent resident visa and may render you and your accompanying family members inadmissible to Canada.


STEP 2: Passport Requirements – Determine if you need to submit your passport(s)
Determine whether you need a visa or an Electronic Travel Authorization (eTA) to travel to Canada at: www.cic.gc.ca/ENGLISH/visit/visas.asp
a. If your passport is from a country whose citizens need a visa to travel to Canada, you will need to submit original passport(s) for you and each accompanying family member. Your passport(s) should be valid for at least 6 months and have at least two blank pages. If a child is included on your passport, you must have one blank page per accompanying child.
Please note that you STILL need to submit your passport(s) even if:
o You or your accompanying family members have a valid Canadian temporary residence visa or permit.
o You or your accompanying family members are permanent residents of the U.S.A and holder of passport(s) from countries whose citizens need a visa to travel to Canada.
Note: All passports must be intact and not worn, torn or otherwise damaged; the laminate on the bio-data page must be securely attached. Each page must be securely affixed to the passport; there cannot be any loose pages.
b. If your passport is from a country whose citizens need an eTA to travel to Canada or your passport is from the United States, you will need to submit one photocopy of the photo page and any pages containing amendments of the passport for you and each accompanying family member (Note: any accompanying family member whose passport does require a visa however, will need to submit their original passport as per Step 2a). No under PGP If we have not applied from quebec, can PA land anywhere in Canada including quebec?
Are they landing and then moving to another province? Montreal is a major flight hub. Are the children sponsoring the child Iiving in Quebec? Sounds like they did not apply for Quebec PGP.sponsorship.

They cannot get the medical insurance card if they don’t have CSQ. But they can land in Quebec, no problem.
Not quite that simple. Once you have landed a PR has freedom of movement but if trying to land in Quebec, didn’t apply to the Quebec PGP program, have no proof that they are only in Quebec temporarily and they are moving to another province, etc. yes it could be an issue.

we got ppr letter that says my father name and my mother as dependent (her name is not mentioned anywhere in PPR letter) however COPR has her name.
She has not yet received virtual landing instructions, still waiting - so unless my father lands she won't get Virtual landing instructions?
Is IRCC aware that your mother is in Canada? Until recently it wasn’t possible to do a mixture of in person landing at a POE and virtual landing but I believe that has now changed. It is important that IRCC is aware that your mother requires a virtual landing after your father lands.

Depending on where your parents, follow the imstructions on the above letter that you received. My father is in India, he sent pasport to vfs but my mother is in Canada and have not yet received virtual landing instructions.

Yes, she is in Canada. I have informed IRCC quite multiple times about change in address and requesting virtual landing instructions.
I also learned that my father has to land first and then I will inform IRCC about his landing and ask for virtual landing for my mother.
I read somewhere on cic website that border officer will enter notes in gcms about PA landed and dependent mother/spouse inside canada. Only thing I am not sure if border officer make note of virtual landing.

Not quite that simple. Once you have landed a PR has freedom of movement but if trying to land in Quebec, didn’t apply to the Quebec PGP program, have no proof that they are only in Quebec temporarily and they are moving to another province, etc. yes it could be an issue.
COPR has sponsor details and Ontario's address. That should be the only proof.
Have you had an experience where PA had an issue landing in quebec without having CSQ or not applied under quebec PGP? any resources would be helpful as I had been searching alot about this particular piece of info on cic site or from anyone's personal experience.

I remember the PPR used to be requested as Passport Request and the one in my mom's account says Information letter.. is that how you are receiving ?

Depending on where your parents, follow the imstructions on the above letter that you received. My father is in India, he sent pasport to vfs but my mother is in Canada and have not yet received virtual landing instructions.
My mom is in India.. we will be booking the 2 way webform soon... may i know timeline on getting the passport back with visa in India

They got AOR on Feb 26, 2021 - Med 30 oct - pcc 15 Dec 2021 - no news then - wondering whats happening
